Crimes. i.e. theft murder etc

okay since team rocket is here I'm sure some of you are desperate to commit crimes So I'll allow it if your doing certain missions but even then you could still get sighted and be wanted.
Okay lets talk about the murder aspect.
You can only kill another P.C.s if they say you can or you can agree that in a confrontation or battle that you accept that one of you could die.
for example
say A squad of officers was going in to to a black op but some how they lost there cover and the cops found them. N.P.C. cops and the officers would have to decide before the battle started if they wanted death (people or Pokemon) to be real or if no they just got injured.
Contract Killings/assassinations:
Sometimes team rocket even though covertly will put a contract on some one if they feel this person is to threatening to team rocket or if a rocket betrayed them or committed a taboo. You could agree to the chance of being killed, or if you don't want to be killed you could be injured from minor to severely depending of what was in the contract
